Baraka Paulette Uwingeneye is a Rwandese, professionally trained nurse and Psychologist counselor who graduated from Bugema University in Kampala, Uganda where she studied under the supervision of Professor Peter Matovu (Makerere University, Uganda) and Mrs. Ruth Matoya (Bugema University).

Baraka has the desire to integrate character, qualities of trust, understanding, respect and honesty in a counseling relationship with those who are hurting. She wants to help bring hope and healing in her country of Rwanda, which faced war and Genocide in 1994. In the aftermath of 1994, Rwanda now faces the plague of HIV/AIDS which is taking countless lives.

Her primary focus is on woman and child trauma, sexual abuse, domestic violence, self help guidance and lay counseling. Her dream is to one day see counseling centers set up in Rwanda. True Vineyard Ministries is partnering with Baraka and Gate of Hope Ministries to bring counseling to the candidates of the Umuzabibu Project.
